Capital facilities plan Survey
Thank you to everyone who made their voices heard by completing our Capital Facilities Plan survey. The survey closed on 10/27/24. The survey results are now being analyzed and incorporated into the new Capital Facilities Plan to best meet the needs of our community.
What is a Capital Facilities Plan?
Every six years, Key Pen Parks updates our Comprehensive Plan which explores how the District serves our residents and businesses. This can include how many acres of park land per 1,000 residents, what areas of the peninsula may be lacking in open space, and how we compare to other agencies. The Comprehensive Plan also previously contained plans for construction or renovation of our facilities, but that portion will now be broken out with more detail to guide the next decade of Key Pen Parks as the Capital Facilities Plan (CFP).
The new CFP will list out, year by year, each major project for implementation. It could include details of which amenities will be located in a given park, or it could include the design or construction of some of those amenities. By creating a cohesive plan for our future, Key Pen Parks is better positioned to apply for grants since we'll already have a slate of projects designed with proper community input. The CFP will make clear which funding source is paying for which park elements. The Capital Facilities Plan will also account for future Maintenance & Operations (M&O) costs along with future staffing needs. This plan for ongoing stewardship of Parks properties and facilities will support the growing needs of the Key Peninsula community into the future and help to keep our parks within budget over time. |
How is the Capital Facilities Plan developed?
Conduct an in-depth assessment of existing Key Pen Parks facilities and amenities:
- Focus on equipment and structures needing repairs or upgrades
- Focus on identifying special areas of great natural beauty
Collect vital input from the Key Peninsula community around parks and amenities usage and needs:
- Conduct focus groups with youth sports, open space, and other recreation organizations
- Interview key personnel at local schools and other agencies
- Conduct community survey through social media, newsletter, website, and on-site parks signage
- Present public input to the Board of Park Commissioners
Create the Capital Facilities Plan:
- Prioritize repairs, upgrades, acquisitions and more according to the in-depth assessment and input gathered from the community
- Shape a vision of the future of Key Pen Parks to meet the ongoing outdoor recreation needs of our community
