Non-Profit Fundraising Events: A Special Occasion License allows a bona fide nonprofit organization to sell liquor at a specific time, date and place. Examples of events include fundraising dinners, gala events, auctions, and wine tastings.
Alternately, a non-profit organization doesn’t need a Special Occasion License if they hire a caterer who is licensed with a Class 12 Mixologist Permit to sell alcohol at events. However in that scenario, proceeds from alcohol sales must go directly to the caterer, not the organization.

Private Invitation-Only Events: A Banquet Permit allows the service and consumption of liquor at a private, invitation-only banquet or gathering held in a public place or business. Selling alcohol isn’t allowed under a Banquet Permit. Examples include weddings, company banquets, retirement parties, and club, organization, or church events.
Key Pen Parks requirements
- Provide Key Pen Parks with a copy of your Washington State Banquet Permit or Special Occasion License.
- All alcoholic beverages must be supplied by the Washington State permit holder – no “BYOB”
- Alcoholic beverages must be served in a glass or plastic cup – no bottles or cans.
- Consumption of alcoholic beverages must be confined to the specified area shown on the approved Special Use Agreement site map – no exceptions.
- The Washington State permit holder is responsible for monitoring the event for any guests who appears to be intoxicated, disorderly or disrespectful to park staff or patrons.
Failure to comply with any Key Pen Parks or Washington State requirements around alcohol
will result in the immediate stoppage of your event and forfeiture of all fees paid.
